How to read an Indian number plate

Every Indian vehicle registration follows the format SS NN XX 9999 — the two-letter state code (KA, TN, KL, RJ, …), the two- or three-digit RTO code that identifies the issuing office, the letter series, then the unique 4-digit number. The RTO portion is the bit that tells you which city or district the vehicle was first registered in: KA01 means Bengaluru Central, KA67 means Chintamani in Chikkaballapura, RJ23 means Sikar, and so on. What's the difference between RTO, ARTO, SRTO, DTO, and a unit office?

All issue vehicle registrations. RTO is the standard Regional Transport Office; ARTO and SRTO are Additional/Sub Regional Transport Offices that report to a parent RTO; DTO is District Transport Office (common in some states like Rajasthan); a Unit Office is a smaller satellite office that handles registration for a sub-district. For finding the city tied to a code, the distinction doesn't matter — all of them appear in this finder.
